This follows that dialog.
VoiceOver can use a USB braille display to control this computer. This
will allow other USB accessories to connect even when your computer is
locked. You can change this in Settings.

I hear this as well.
I don't think it's a dialogue. It's just something VoiceOver is speaking.
I just ignore it and move on.

Unarchiver does work with VoiceOver, but it doesn’t allow the user to view the
contents of the archive. Instead it just automatically extracts to a folder
like MacOS, though it works with a wider range of archive types.

MarsEdit works really great for blind users. I know you can add images to your
posts. While preparing a new post there’s a lable saying "Featured Image“.
There you can load a video to your post.
I unfortunately don’t know how you can link this video
