Dave, in olde rbuilds it is User and groups > log in options > User voiceover
at the log on screen. It is a check box.

For some silly reason I can no longer recall I did not choose to have Voice
Over start automatically when I boot my Mac Mini. So, I'm forever doing Command
F5 before logging in. It's getting old, but I'm also not finding where to undo
this choice and

It is under the accessibility settings in system preferences. There is a table
in these settings with different categories and one of them is VoiceOver. In
the VoiceOver settings here there is a checkbox for enabling VoiceOver. I think
this is the one you want.
