I’m sending this query on behalf of a friend. He was trying to use Safari on
his Mac this morning, went to try and enter a website address, and discovered
that the toolbar in Safari on his Mac seems to have completely disappeared.

Ouch! I know you can go to the Safari menu in the menu bar, and there is a
clear history, which deletes all cache, history, etc. but I don't think
that's quite what you're looking for. I know in the Safari menu, there used
to be an option to reset Safari, but I just looked, and no kidding!
I have noticed if you left arrow up the page it skips past the tool bar and gos
to the 3 colored buttons for close mim. And then when you are on close right
arrow and you will land on toolbar on the 3rd right arrow

Hi, One thing you can try is to delete safari with something like app
delete. Then go into the app store, and click updates. Safari will be
on the list and the app store will re-install it. I had to do this
with ITunes after I updated to 10.10.4.
