Sounds like he may not have enough iCloud storage for the backup.
I suggest paying the 99-cents per month, and upgrading iCloud storage to 50 GB.

If the iPhone has a home button, then press the home button. If the iPhone is a
newer model without the home button, then swipe up from the bottom until you
hear the first pop or feel the first haptic tap, then release. Both of these
will move on to the next screen.
