Thanks to all who have helped me with this trick. Finally I got it, It is just
to slide the finger a little when we place an icon over an other. Then, the
folder is created.

Hi.
I have tried using a bluetooth keyboard for putting my apps into folders, but
it will not work as it ought to. I can not figure out what's going on. I think
I will need to ask my mother to move my apps into folders, so that will not be
done until christmas.

I agree with you there is something going on with the moving of applications
and creating folders in iOS 7 I'm hoping that somebody will be able to shed
some light on the problem as I find it's very difficult to to move files and to
create folders for those files.

I just have reconfigured my iPad as a new iPad, and now I have all my apps
without folders. IS there a new gesture to create folders in iOS 7? I can move
icons, but when I drop one on an other, it just says so, but it doesn't create
a folder.

Hi Danielle,
You have to put apps on top of one another, just as before. The trick is that
sometimes you have to hold them there for a little while before the folder is
created. I'm finding that you also have to have a light touch on the screen,
this for me, seemed to work better then really
I will play around with it again, because I am doing exactly that, and my dear
iPad doesn't want to create anything, may be because it is Sunday? (Lol)
