No need to do anything with cursor tracking anymore. Just use VO-cmd-return.
The first time you hit the key combination, it will deselect the item you're
on, so hit it a second time, then VO navigate to the next item and press

You don’t need any more to turn cursor tracking on and off to select
noncontinuous files in Finder. This also works in Mail.
Get on top of your file list. I use command shift o to get to documents.
