I finally got it working; I’m not sure what happened, but it was apparently
trying to either install or reinstall Mac OS, and couldn’t, so I called Apple,
and they helped me perform the command that forced it to restart from the hard
drive, and now it’s working again.

After resetting SMC, VO volume was still showing 100%, but system volume
was now only 75%.
Now, if I can find a EFI fix to boot my Linux USB, I'll be fully
functional again!

You're probably right. When I had my 2011 souped up MBP, VO did not work at
the File Vault screen, it just beeped. When I got this new one with High
Sierra, I guess that I didn't check the VO settings in Users & Groups very

I've got a USB wireless, not Bluetooth Logitech full size keyboard, with
a number pad, it even has media keys as well.
I was listening to a podcast, and It was talking about if you can't
start up voiceover with command F5, you can hit the FN/ Function key.
