How about using a ethernet to thunderbolt adapter for the air and connect 
through ethernet in that way avoiding any Wi-Fi issues.

No need to do that, google for “install disk creator”. This simple, fully 
accessible application does it all for you.

If he joins the Wifi it will carry over to the recovery partition.  Also, you 
can get to that screen with voice over by pressing vo m twice, arrowing twice 
and then down.  This has worked for me as recently as a week ago when fresh 
installing on a 2011 MacBook Pro.  However, if he already is joined to WiFi 
before the fresh install it should persist.

I see only one issue with your steps. Unless you have either some sight or are 
pare of eyes to borrow, installing the OS is going to be very hard. The air 
does not have an ethernet port, and the wi-Fi network selection screens do not 
talk.

The best workaround I can think of in your case, is to build a USB installation 
disk.

This is not too hard, the steps is as follows.

Begin by downloading the installer directly from the App store.
It will automatically launch the Installer. Go ahead and close that and insert 
your USB drive into your Mac.
Open up the Disk Utility app and rename the USB drive to “SierraInstaller.
I would also recommend formatting the above mentioned USB drive to Mac OS 
Extended journal, with a GUID partition scheme.
Open the terminal app and copy and paste the following code and press enter:

sudo /Applications/Install\ macOS\ 
Sierra.app/Contents/Resources/createinstallmedia --volume 
/Volumes/SierraInstaller --applicationpath /Applications/Install\ macOS\ 
Sierra.app --nointeraction & Done

   Yep. I restored apps from TM and the next day redid the clean 
install, this time only restoring computer and settings from TM via 
Migration Assistant. Manually installing apps and registering a very few 
of them again was easier.

the recovery partition, just erase the HD volume. If you erase the
recovery partition, it will drop you into internet recovery and
you'll then have to start with the OS the machine came with before

That's exactly right, it was my understanding that reinstalling from a time 
machine back up would only reinstall whatever problems you were trying to get 
away from to begin with. I've never done a clean install since lion OS X and 
that's why am doing this now.

Phil, this sounds like a sound procedure to me.  No need to reauthorize as  
your computer will identify itself with the same identification again.

a backup, you wouldn't need to format the drive, because time machine would

After you reformat the drive, can’t you restore from the time machine backup?  
This should eliminate the need to reinstall applications and files.

recovery partition, just erase the HD volume. If you erase the recovery 
partition, it will drop you into internet recovery and you'll then have to 
start with the OS the machine came with before you upgrade to Sierra again and 
that would not be fun.

My plan for a clean install of Sierra

These are the steps I intend to follow to do a clean install of Sierra on my 
MacBook Air. If anyone sees a problem in these steps would you please let me 
know? For example, is it necessary to first D authorize my computer in iTunes 
to avoid problems

One. I have installed Sierra over the top of my Yosemite OS. 
Two. I have backed up my machine.
Three. I will boot into the recovery mode and, using disk utility, I will erase 
and reformat the "Macintosh HD" partition using Mack OS extended journaled as 
the disk format.
Four. I will quit disk utility, and still in the recovery mode, select 
reinstall OS, And follow the install prompts.
Five. I will reinstall Dropbox and other apps, and reset system settings to my 
liking.
The overlay of Sierra on top of Yosemite actually works quite well, and seems 
to be without problems, except that the machine seems to heat up more than it 
used to. Also, I have never done a clean install since I got this air with the 
lion OS and so thought it might be a good idea to do a clean install for once.
