Sounds like you have customized verbosity settings. Open the VO utility, go to 
Verbosity, and you should find a checkbox labeled something like "custom 
verbosity options" (I'm not at my Mac so can't check the wording). That should 
be checked, and after it should be a bunch of event types. There's typing, 
menus, reading, and plenty more, each with a popup button of voice options. 
Change all these how you want to. If these instructions aren't quite right, I'm 
sorry. Again, I'm not at my Mac to check.

settings. Your clock announcements and other system speech is controlled 
separately, through System preferences > Accessibility > Speech. This way you 
can set the system and VO voices differently.

make sure that this applies to everything?
I changed my voice to Samantha but my clock announcement and other things were 
still in the Alex voice.

nope, i just want the phone to read in another language if there's a shortcut 
command like on mac, i can change the voice by pressing VO command down arrow 
on the language

There are various voice settings that can be active in the rotor. Go to 
settings, general, accessibility, VoiceOver, Rotor, to go through all of the 
rotor options. Double-tap to select the options you want. Double-tap toggles 
selection.

If you want to change the language to another language this also changes the 
voice  for voiceover. 
To change it switch the rotor to language and then  swipe down to change the 
voice.

In the voice parameters list reached via vo-command-left- and right  
arrows, there's now a new parameter called something like "default  
voice". This parameter changes the default voice of VO to any voice  
you want. You go to the voice parameter by hitting vo-cmd-left or  
right arrow and change the parameters with vo-cmd-down or up arrow.  
The really cool thing with this though, is that when you have chosen  
the voice you want it automagically goes to the top of the list and  
the voice you had before is one arrow down from the voice you have  
now, so if i want to change from Alex to Swedish Elin, all i have to  
use is vo-cmd-down arrow and Elin becomes default and change places  
with Alex making it extremely easy to switch between voices.
