It can. The synchronisation of adm ( 1200 revisions ) take 16 secondes :
# date ; svnsync -q copy-revprops file:///svn/adm/ ; date

Well I guess if it can't be fixed, then it can't be fixed.
Ultimately it isn't essential, it was just confusing for me initially
because I wasn't sure if it was my edit that hadn't worked or if it was
only a svnweb issue.
