Hi Hugh,
Its two-fold.
Having a site-wide option for enabling multiple journals would make
administration easier, but the main issue is that users clicking on the journal
link from the navigation tabs are being taken to a different display of the
journal - even people with multiple journals

In the cronjob auth_handle_account_expiries, users that haven't logged
in since the config option defaultaccountinactiveexpire get deactivated.
This sets the active flag in the usr table.

that uses an external auth method. Only ones that have internal
authentication.
