It would need to stay at Hide because the functionality is not
disabled. It is still available if you know the URL on how to get there
in order to use it. Disable would mean that you can't access it
anymore.

The links (now buttons) used to be on the right-hand side above the
column where to select users, but that causes problems with the
responsive design I think and thus was changed for 1.8. Adding hidden
text would be the best solution I think.

I've always seen the feature the following way:
1. When you can self-register, you pretty much are your own person and thus
decide over your own account.
2. If you are registered by an external authentication method or even just
added by CSV file and the admin does not allow self-registration,

There are not really Messages either. Messages means for me that it is
something that can be sent via a notification, but the pages are the
terms and conditions and About us amongst dashboard and logged-out home
which are proper pages.

Thanks for reply - this one had us tearing out our hair for some time as
it turned out that not only were files missing (ghost of file exists in
users file area including KB footprint but no image in database). Then
we discover that the feedback facility on a published page no longer
works and
I am unable to reproduce the issue with editing or adding a block on a
profile page using an iPad - I have found no issues and everything
worked as expected.

Double call of language_select_form() throws error
Some things like die_info() will try and create a smarty() call when
we are already in one, which causes language_select_form() to throw
headdata error as it is called twice and can't be due to the form
having a select field
