Currently one way we check if a file can be public is via this (in
artefact/file/download.php):
$public = $fileispublic = $file->get('institution') == 'mahara';
$public = $public && (bool)get_field('artefact', 'id', 'id', $fileid, 'parent',
ArtefactTypeFolder::admin_public_folder_id());
So the

The "Access to site files" option under Admin -> Config site -> Site
options -> General settings is currently restricted to making sub
folders available in the "Links and resources" menu.

We have a form on admin index page to clear caches within Mahara system.
It would be nice to be able to add the clearing of file/resized/ and
file/profileicons/resized/ from the dataroot as well.

Hi Robert,
Thanks for your reply.
I've had a look at the database using your advice and can confirm that
your first suggested query did return some content. I then used the same
ID and applied it to the 2nd SQL command and can confirm that it also
came back with content. Not sure its relevant
