I placed the function in lib/mahara.php rather than lib/web.php as that
is where we try to keep the more generic functions

The first 2 points sound good to get fixed
For point 3 - there is this patch https://reviews.mahara.org/#/c/9042/4
that deals with memcache for SAML
It would be good to incorporate those changes for saml auth in
auth/session.php to force people off memcache and onto memcached / redis

Includes converting the RESUME_SUBPAGE to more generic MENUITEM_SUBPAGE

Now that we have changed some menu placements for things the help link
to the manual is broken in some places.
This is due to the mappings to manual link being based on MENUITEM value
and these have changed.
So we need to update the mappings to reflect this

when we moved to the Behat (test/behat/) system we stopped maintaining
the old one so we should remove it to avoid problems/confusion

In bug https://bugs.launchpad.net/mahara/+bug/1558361 we removed the use
of target _blank because of XSS issues.
There is a js workaround to the problem now and so we can allow the
'target="_blank" again and then override it via jQuery.
Actually it would be safer to do
