It is a possibility that the problem I experienced here is fixed by this patch
https://reviews.mahara.org/#/c/2519/
Where the file id of the background image was being exported and kept
during the importation process so we'd end up with the new file pointing
to wrong place.

I discussed this with Robert, and this issue may be due to the fact that
Robert's second installation is a dev one, where the database has been
wiped and reinstalled but the dataroot directory has remained empty
between installations.
So, the first step in investigating this should be to see
