While they can help to show where you can add new columns, they also add
a lot of additional icons on the page. I wouldn't switch them on per
default for all new users, but still leave them off. They were pretty OK
when we only had columns. But now that we also have rows, they aren't
that useful an

Oh, so you only want to add these controls, in order to help illustrate
where the drag-and-drop placement zones are?
I thought you were suggesting it as a usability improvement, over the
alternate (default) system of going to the separate layout tab. Because
it's also been discussed
