Hmmm"Error 1213: Deadlock found when trying to get lock" is from
MySQL rather than from mysqli. So the error message has come from the
db at some point but that seems at odds with the lack of a latest
deadlock section in 'show engine innodb status'. I'm not aware of an
option that if enabled

One place this is documented is in htdocs/theme/README.md
It may also be a good idea to add some info about themes in the primary
README.md file.
And we should search the wiki to see what theme instructions are in

A plan of action that might work:
Zip/compress all structure that relates to the make css to a file - eg
compile_css.zip and save that to the root dir
Then zip up the files for branch release
That way when someone downloads it and wants to use 'make css' they can
unzip the compile_css.zip file

When I tested pagination for 'online users' I did not have the option to
change results per page.

I would like the ability to enter and exit from maintenance mode from
the command line.
...because we automate our deployments, and currently, we have php code
embedded inside a shell script to accomplish entering and exiting from
maintenance mode. This is really ugly.

Well... there might be some scenarios where it is still useful to put
the site into maintenance mode as part of your deployment process.
Mahara's "site down for upgrade" message only shows when there is an
upgrade to the Mahara core database version. However, it could be useful

There is a function in mahara called perf_to_log which retrieves some
performance information from get_performance_info(), turns it to a
string and adds the string to log file.
