After the upgrade from 16.10 to 17.10, we are getting the following
error:
[WAR] bf (auth/saml/lib.php:671) Memcache::connect(): Server localhost
(tcp 11211, udp 0) failed with: Cannot assign

In /sessions there should be directories named 0,1,2,..9,a,b..,f
There should always be all of them present, if they are not there we create
them.
When we check the sessions dir, we assume there could be only two
possibilities: We have all of them or we have none. That's

I see that 'WITH RECURSIVE' looks like it's going to be added to mysql 8.0
https://dev.mysql.com/doc/refman/8.0/en/with.html#common-table-expressions-recursive
But until then a stored procedure would be needed

I think we'll always need to show the site T and institution T when
an institution has separate ones as there are some T for the site that
will apply to everyone. Therfore, I don't think we'll need a toggle.

1) stop deprecated warnings
2) stop using ejs < 2.5.5 due to security risk
3) add repository / license info for mahara-themes package

This will need to be configured via the footer_menu() function and the
admin/site/menu.php 'Footer menu' section for T will need to be
duplicated for the Institution section.
And also adjusted so that we a toggle for 'Show institution only / Show
both site and institution'
