PRECONDITIONS:
1) Six users exist as follows
a) User1 Institution One friends with User2, User3, User4 Requested
friends with User5, User6
b) User2 Institution One
c) User3 Institution One
Julius tested this bug again in latest master that includes new menu
items and upgrade to bootstrap 4, this is his comment:
the collapsed/expanded menus are accessible and
have no issues.

RE-TEST
TITLE: Navigation scrollbar
BUG SUMMARY: On screens that have a small height - the admin menu will
extend beyond the bottom of the page and hiding the last few menu items.
The menu items are not able to be scrolled into view and therefore
should have a scroll bar on the menu
Acceptance
I see page instructions in HTML export and in Leap2A export
Also when importing the Leap2A to another user the page is created with
instructions
