Here is my take on the positive surge for various senders ~8/16.
Looking back in the June 14-16ish range, there appeared to be a surge of
increased Spam Rates for many senders in Postmaster Tools (many
noticed/reported this too). I saw a few of those spikes myself, and on senders
that wouldn’t

I have a reply from one of our Hotmail experts:
“Outlook.com is changing the frontdoor infra to leverages Office365 (EOP), and
part of the roll-out the mx record for Hotmail.co.uk was updated gradually over
the past month. We saw mostly spammers still holding on legacy IPs when
sending to this
We're seeing bounces as of 8/31, around 5pm eastern. It looks like
hotmail.co.uk has changed their MX records, so it's not the same as hotmail.com
anymore. If you have a config on your mta that rolls up different MS domains
into one queue, you'll need to remove hotmail.co.uk out of that config.

That's usually reserved for invalid email addresses, but they are bouncing
100% of the messages we send them on on of our IP ranges with that code.
