If you start to see 4xx deferrals (esp. 3113, 3114, 3115, 3150, …) from the “Hotmail/Outlook/et al” data centers, you should know that the IP has been throttled, and one would be well advised, given that situation, to STOP all sending until at least the top of the hour, plus a few minutes.

I saw this the first time on 15th may 2018. I unlisted an IP even today. The unlisting is very fast and, at this time, IPs unlisted have not been relisted. In my case it happened with IPs from 3 different ranges. One of the ranges had most of the IPs involved in the weeks, while the other 2
