I wasn't too sure if you're specifically looking for a web service or a site to
download data from the
web to use with MapInfo.

Not a web site, but the Global Gazetteer has around 3.5 million places on
file, many with details of population, postcodes, administrative function
etc. Unique selection facilities to provide a tailored subset to meet a
project requirement (or budget requirement).
