INDIA-EU FREE TRADE AGREEMENT

Since 2007 India and the European Union have been engaged in 
negotiations on Free Trade Agreement (FTA). The agreement is being 
termed as one that would improve market access for goods and services, 
substantially increasing the bilateral trade between the two entities. 
As per the statement of the European parliament the bilateral trade is 
expected to exceed €70.7 billion by 2010 and €160.6 billion by 2015. The 
FTA would increase EU exports to India by $17-18 billion while India’s 
export would increase by around $5 billion.

The FTA after it comes into effect would be substantially different from 
the other FTAs that have been signed till date. The agreement being 
termed as a new generation FTA that will cover many more areas other 
than commodity trade like trade in services, investment, intellectual 
property rights, competition policy, government procurement to name a few.
The proposed FTA is going to have a far reaching consequence for both 
the Indian state as well as for the lives and livelihood of Indian 
masses. In this context it becomes imperative to understand the various 
provisions being negotiated in the agreement that are going to directly 
impact an extremely large segment of the population.

The archival material of the Indian ML journal Revolutionary Democracy has been 
revised and considerably expanded. The contents are given below. This is an 
ongoing effort, so further material is being continually added.

This is in addition to the Stalin Archives, which includes the complete 
material of volumes 14 to 18 that were printed in Red Star publishers, as the 
Soviet revisionists ceased publication of the works shortly after Stalin's 
death. It also includes the War Correspondence between Stalin and 
Churchill/Attlee and Stalin and Roosevelt/Truman, as well as the complete notes 
from the Tehran, Yalta and Potsdam conferences.

On 8th July whatever was left from the so-called “social security” was 
wiped out. It is a joke, to say the least, to speak of whether the bill 
was exactly in accordance to the “memorandum” and the demands of the 
triple occupation of Commission-ECB-IMF, or surpassed them. What is 
certain is that the essentially semi-colonial position that the country 
is in after its financial bankruptcy enables imperialists and their 
underlings to abolish even the most basic rights, which had been 
established through struggles, since it is the working class and the 
city and village poor that have been continually paying the destructive 
policy of those who, by stealing them continually and for years, are now 
burdening them with all the consequences of their crimes and looting.

Once again showing its loyalty to the multinationals and imperialist 
masters the Congress led UPA government is all set to bring the */’Civil 
Liability for Nuclear Damage Bill 2010’/* in the coming monsoon session 
of the parliament. The Civil Liability for Nuclear Damage Bill, 2010 was 
introduced in the Lok Sabha on May 7, 2010 which also happened to be the 
last working day of the Budget session. But due to vociferous opposition 
it was referred to the parliamentary Standing Committee on Science and 
Technology for recommendation.

Once again showing its loyalty to the multinationals and imperialist

Though the avowed purpose of this bill is to /“//… define the

“operator” – independent of (and unaffiliated with) the Government of 
India.”/ But even a cursory reading reveals it’s brazenly pro-capitalist 
anti people bias.

The main features of the Bill are:

· It defines nuclear incidents and nuclear damage, nuclear fuel, 
material and nuclear installations, and also operators of nuclear 
installations.

· It lays down who will be liable for nuclear damage, and the financial 
limit of the liability for a nuclear incident.

· It creates authorities who will assess claims and distribute 
compensation in cases of nuclear damage. It also specifies who can claim 
compensation for nuclear damage, and how compensation can be claimed and 
distributed.

· It specifies penalties for not complying with the provisions of the 
Bill, or any directions issued under it.

This government has been propagating that the Nuclear Liability bill 
would kick-start the process of construction of nuclear reactors thus 
solving the much needed energy requirement of the “growing India”. The 
protagonist of Nuclear energy needs to be asked one question, /if 
nuclear energy is so efficient then why the USA for more than three 
decades// has not installed new nuclear power reactors! /

Is the nuclear energy the panacea for India’s power problem? The 
statistics reveals a different picture. As of now, the electricity 
production from nuclear energy stands at 4,120 MW, which is a little 
less than 3% of the total installed capacity of power plants. Even if we 
are to add a 100,000 MW in the next 10 years, as the Ministry of Power 
is assumes, what is the best-case scenario for nuclear power? According 
a study conducted by the Planning Commission’s entitled Integrated 
Energy Policy, 2006, it assumes that taking the most optimistic 
scenario, the electricity production from nuclear plants would be 15,000 
MW by 2015 and 29,000 MW by 2021. This would be about 7% of total energy 
produced. /That too when this highly optimistic figure is met!/

This is a short request for you to do something simple that makes a

We are asking you to stand with informal workers and slum dwellers of  
Delhi who are being hammered by the preparations for the Commonwealth 
Games which will be held in India for the first time this October. We 
are asking you to join us in opposition to the Indian Government's 
displacement of thousands of slum dwellers and their attacks on the 
livelihoods of tens of thousands of informal workers from street 
vendors, bicycle rickshaw pullers, rag pickers to homeless all in the

*Stop the Corporate Terror Against the Adivasis of Kalingnagar*

Yesterday (31^st March, 2010) in Kalinga Nagar industrial complex in 
Orissa's Jajpur district heavily armed para-military force brutally 
attacked the adivasis who are resisting the construction of 7.5 km road, 
being constructed for Tata's (the biggest Indian industrial house) 
upcoming project.

The adivasi villages have been razed and houses demolished. In 
Balligotha village firing on adivasis took place injuring about 15 
persons. One of them who is seriously injured has been whisked away by 
the police. This brutal attack is organized after days of preparation in 
order to put down the resistance of adivasis against Tata's project 
which will displace thousands of families. About 25 platoons of police 
and paramilitary forces have been deployed and the district 
administration has started construction in Kalinga Nagar industrial area 
of Common Corridor Road (CCR).

The state government has been falsely claiming that the land it wants to 
acquire is wasteland, while the reality is something diametrically 
different. This area that has been called as the core zone consists of 
green hills with rich forests, tribal settlements of more than ten 
thousand people spread over two gram panchayats, agricultural lands, 
ancient tanks, grazing fields, village common lands and roads. Twenty 
per cent of the Project area has quality forest where timber species 
like Sal, Kuruma, Vandan, Ashan and Piasal, besides Mahula, Kendu are 
plentily available. The total area of waste land is less than 5 acres on 
the Northern side.

The Orissa government till date has signed nearly 40 MoUs with various 
industrial houses and groups to set up their plants in Orissa out of 
which 13 plants are planned in Kalinga Nagar of Jajpur district The 
government has been equally brutal against the tribal communities 
gathered at Maikanch and Kashipur in protest against Utkal Alumina 
Project, whereby three tribals were killed in Maikanch in the recent 
past. The government has come out openly as the hireling of the 
exploitative capitalists, at the expense of the poor and the voiceless. 
It has been brazenly trampling upon the basic right of livelihood of the 
local population with impunity

This is not the first time in Kaling Nagar that the state and its armed 
forces have proved to be so brazenly vindictive, aligning with the 
industrialists at the cost of local communities. In the past also it has 
used its force to silence the resistance of the poor. Four years ago  in 
police firing 14 tribals, including three women, were murdered, on 
January 2, 2006 while opposing forcible land acquisition by the Tata 
Steel for its proposed steel project in the area. The same saga is being 
repeated today.

We severely condemn this barbarous attack on adivasis by the police and 
para-military forces who are acting as a hired mercenary of Tata Steel 
company and demand that it should immediately stop the construction work 
of the Common Corridor Road project as it will be built on fertile farm 
land and the community land of the tribals who are the real owner of 
this land.

We appeal to all the organizations and concerned citizens to raise their 
voice against the Fascist predatory tendencies of the Govt and express 
solidarity with the belligerent tribals of Kalinga Nagar.

CPI(ML) severely condemns this heinous attack on adivasis by the police 
and para-military forces and demand that it should be stopped forthwith.

We appeal to all progressive, democratic and revolutionary left forces 
to rally at Jantar Mantar at 11 AM on 1^st April to protest against this.

Important campaign of solidarity with the comrades tried in Barcelona

The PCPE launches an international campaign to collect signatures in solidarity 
with three comrades from the PCPE and the CJC-JCPC and called for the three 
years and ten months in prison following a false police report after the 
demonstration in Barcelona to protest the death of young antifascist Carlos 
Palomino.

Our comrades are facing an intolerable mounting police which is clearly aimed 
to pressure and intimidate our organizations, something which we will not allow.

We have created a website in Spanish and English, which provides more 
information on the subject and where the support is collected which also may be

We ask for the greater international awareness and commitment of all those

History since its origin remained in the realm of the ruling elite. It 
presented, commented and concentrated on a minority gang of monarchs, tyrants, 
and their tales. It was called objective history. It comfortably and knowingly 
ignored and omitted the real history of the millions of people, who were 
oppressed by the ruling class.
Howard Zinn challenged this academic establishment by boldly emphasizing that 
“there is no such thing as impartial history. The chief problem in historical 
honesty is not outright lie. It is omission or de-emphasis of important data. 
The definition of important of course depends on one's values.” Zinn decided to 
choose side; and he chose to take side of the oppressed, exploited and the 
toiling masses against the bourgeoisie regime.

A very successful protest demonstration took place in Delhi University
at the inauguration of the “European Studies Programme Centre”, in
theDepartment of Sociology on 28th February.

In anticipation of the protest the venue was suddenly changed from the

Department of Sociology to the Vice-Chancellor’s

Administrative Block. Some one hundred teachers and students protested against

this centre being established without the agreement of the concerned department

let alone the Academic Council or the Executive Council.





Faculty members

pointed out how the courses and research programmes were to be changed in the

line with the demands of the European Union. A

number of students related this

development to recent changes in the university in line with neo-liberal

policies. Participants pledged to continue the fight against imperialist

penetration in the university.

The illegally established “European Studies Programme Centre”

is having an “interactive session” with 160 students of the Sociology on

Saturday, 30th January at 1:45 p.m. to  3:00 p.m. at the International Guest

House in the Committee room, ground floor. Students are also invited for lunch

at 1:00 p.m. prior to this.

International Guest House on University Road at 12.30 P.M. on

[Marxism-Thaxis] People's Democracy

People's Democracy that came into being in the countries of Eastern Europe and 
Asia had a tremendous impact on the advancement of Marxist Leninist 
understanding on the tasks of the revolution in the colonial and dependent 
countries.
 
As defined in The Textbook of Political Economy:
 
The chief motive forces of the people’s democratic revolution are the working 
class and the peasantry, under the leadership of the former. During the 
struggle against fascism in the countries of Central and South-eastern Europe, 
a national front had been formed which united all the anti-fascist forces, 
including, besides the working class and the peasantry, the urban petty 
bourgeoisie and part of the middle bourgeoisie. The revolution eliminated the 
political rule of the landowners and monopolist bourgeoisie. People’s 
democratic governments came into being, based on an alliance of the working 
class and the peasantry. The foundations of a State of a new type – the 
People’s Democratic Republic – were laid down. Together with the Communist and 
Workers’ Parties, in a number of countries the petty bourgeois and bourgeois 
parties who had joined the national front of struggle against fascism 
participated in the government and machinery of State.
 
The Journal Revolutionary Democracy has coming out with the documents of the 
period dealing with this creative application of Marxism that would help us 
today to understand this phenomenon
