Hi,
yes, I think there should be the possibility in maps to have custom images
instead of an actual map where you can display points. I have never used this
myself, though.
There is another option: https://www.mediawiki.org/wiki/Extension:ImageMap

UploadForm.js is a Wikimedia user script and you won't find it in a fresh
MediaWiki install, so this documentation page is probably not relevant.
