Usually 'salvage' or 'rebuilt' means 'an insurance company owned it'.
But my ML350 was totaled by State Farm with deer hair in the cracks in
the front bumper, the title is clean, and the CoPart inventory sticker
on the windshield said "State Farm Comprehensive".
So apparently when it's totaled
I can’t speak for other states, but in Florida, a “rebuilt” title refers to a
car that was reassembled/repaired from a total loss and inspected by the state
to confirm roadworthiness.
“Salvage” is the branding given to cars that have been totaled or considered a
total loss by the insurer due

IDK about all states but isn't a "rebuilt" brand added when the car is damaged
beyond its value (i.e. insurance write-off) and then repaired anyway?
I don't see minor bumper damage causing that. I've had fairly
