Can't speak for Arizona but in my experience it's not difficult for the
current owner to get a replacement title if the original is lost. Go to
the BMV with ID, they look up that you own the vehicle, and they issue a
replacement title (maybe some delay as I think the titles are printed
and mailed
My 99 210s have the electronic key, I presume the 98 does too

Yes. It also had the early version of the "drive authorization” or whatever
they call the system that authenticates the key to everything. There’s no
“cheating” the system. Even my 97 SL500 has a form of it, as did the facelift
