If all the lines are properly hooked up, and all other vacuum operated
systems work normally, then it could be the shutoff device itself. It

On another forum (heavy equipment forum) a fella managed to put a mini excavator
on it's side and the engine kept running because the sump oil was getting the
conbustion chamber, ran really fast until the conrod went through the block.

Nah, once an an ex lies on it's side, it's crane time. The slew motor does not
have enough power to turn the upperstructure around to use the bucket.
