Another possibility is a bad capacitor on the motherboard - we have a few
thousand Dells with bursting caps at work. Look for caps that are bursting
out the top, or leaned over to one side from bursting out the bottom. You
might be able to replace a bad one, though I have no idea if one coul dbe
I will have to dig it out from the desk, so I might as well take a look.

I agree. Verify by connecting a USB keyboard and firing up the system.
FWIW, working keyboards can often be had for a buck or two at Salvation
Army and other thrift stores.

You may have to enable USB on startup in the bios before it will recognize a
USB keyboard. I had an old Dell that I had to figure out by trial and error,
when I tried using a wireless keyboard and mouse with it.

Try pulling the CMOS Battery and replace it with a fresh one.
I had a client that has a Dell Optiplex that was doing the same thing
last week.
Pulled the battery and tested it. Voltage was Ok. Reinstalled it and
same thing
