Try using a battery. Some of the newer battery chargers won't put
out unless connected to a battery. I have one like that.
Also you need to trace the circuit with a meter set to read
continuity see if there is a good connection between the the end
of the plug to the respective brush ends on

I would first put 12 volts to the blower to see it the fan works. If it does
then its something else if no go then pull it out.

I had the same idea this morning... and no, it does not run with 12V
applied directly to the leads.
Resoldered the ACC boards, and still no blower. So my next suspect is
the blower motor brushes.
If it responds favorably to bumps, or to kicking it
under the dash, then it's brushes. (Or worse.)
The brushes are pushed by a spring at the other end.
That's where the failure starts. Either

Allan, I had the same problem with my SDL and it turned out to be a melted
fuse holder in the fuse box. The 300D can also have this problem.
