Anything above ambient air temperature is affected by windchill.
If it weren't, we wouldn't bother putting fans on radiators, etc.
Windchill is why we might block off a radiator to get better cabin
heat in really cold
Speaking of that, I just yesterday got an air velocity meter
at the thrift shop. It works by measuring the wind chill
on a heated probe. Range from about 2 feet/minute to
12,000 feet/minute, or 136 MPH, in three ranges. Seems
to be working. It's intended for HVAC ducting measurements.

I thought that at first too but I can see a couple little bubbles in
the clear filter and it I tap the filter they move around good, no
sign of thickening there. Plus its been this cold a couple times
already and the car started good and ran good. The fact that it
