 Can you still zip a zip file? Back in my college days we used to do that, the 
email would interrogate the zip and not find anything it didn't like and pass 
the file on without interrogating the zip file inside...

I tried zip.  No go.  I figure if goolag examines the content of
a .zip, it would probably to the same with .gzip.  I also tried
without an extension on the file with the same result so it is
using the magic number or looking at content.

And I changed the name to ADVAPI32.jpg and it went right to him yesterday. 

Never heard if it did any good in solving his original problem though.

In my case, I could not send the executable as a zipped file (.zip) but I
could send it as a gzipped file (.gz).

It all depends on the filtering/scanning system the email system uses. When
I was running an email system for a large State agency, I could block .exe
files that were gzipped or renamed with another extension. I could also
issue exemptions for individual email accounts or source domains. We were
using Sybari back then . . .
