I changed the 2 part grommet on my 91 a few days ago - the low piece goes onto the antenna after it is removed from the fender, then the antenna is inserted and the upper piece of grmmet can be installed. I used silicon and everything slid on easily - getting the grommet to snap into place went pretty easy. The upper piece is pushed down onto the lower piece until the 2 snap together. Thanks for the tips. Yeah, getting the fender liner out and back in is the biggest hassle. Ya hafta get sorta rough with it; 'can't be shy and timid. Pull left front edge of trunk floor carpet up and over, pull left end of carpet behind fuel tank back, grasp fender liner near its front and pull hard (holes in it help get a good grip), rolling it around to the right into the trunk; pull top edge of liner from under top of fender; while pulling front part of liner around into trunk, roll rear half of liner up and out of well behind the wheel. Yes. Lower antenna, remove liner (this is a real pain) enough to get to the single 10 mm screw that holds it in. Pull antenna motor and mast down to get it out of the grommet. Remove outer piece if it's still on there, push grommet down through hole. It will usually break up, if not, use pliers to rip it apart, it's not going to be flexible any more. Don't gouge the paint. Coat the new grommet with a bit of dishwashing detergent to make is slipppery and force the locking ridge up around the sheetmetal from inside. Make sure it's seated correctly or the antenna won't go back in. Once the grommet is installed correctly, insert the antenna from below and pop it in place. Install screw, replace liner, and snap the outer over over the grommet. 5 min job once you get the bleeding liner out. I pull the top front cover around to free it from the fuel tank cover, etc and then wrestle the side out from under the fender, but you may find a better way. Sadly, none of those little access doors in it let out do the antenna.
