Well, a diesel engine at idle does not make very much heat, so I think it is
reasonable that only the top of the radiator and the top hose were warm.
T-stat might be good. A road test is required next, I think. It may be
prudent to replace the t-stat on principle.

I decided to “blindly” plunge into the cooling system, removed the radiator cap
and filled it. Afterward, I remembered the procedure of filling through the top
hose, so I removed it, topped off the system, reinstalled it, tightened the
clamp and fired it up. Nothing was leaking, so
