Yes he flew it yesterday morning early before the winds picked up.  It's
not waterproof, so that aspect is a bit concerning, esp if launching
from a boat or it crashes in the water.  I told him to zip tie some
plastic bottles to it to give some flotation. $1500 is not cheap, but it
is worth the risk I guess.

I would imagine that even today, some receivers are better than others.
And those put into phones 'because we have to' would likely be the worst.
And as Don mentioned, horizontal is still a lot better than vertical.

The Feds turned off "selective availability" (the adding of "noise" to
the GPS signal) several years ago, so the civilian signal is now as
accurate as the military signal.

The civilian GPS is accurate horizontally to 3 meters, but GPS was not
designed for vertical measurement and is off quite a bit in altitude
sometimes, closer at other times.

Most ATIS and AWOS stations have phone numbers you can call to hear the
reports - I find them at https://www.airnav.com/ in the Airport
Communications section like this:
CTAF/UNICOM: 122.8
WX ASOS: 133.975 (405-282-0478)It can be tricky to find the airport name
nearest you without a chart though if you don't already know.

From the ad - "the steering wheel, which is equipped with an altimeter." I
did once install an altimeter and a turn & bank indicator in the VW bug
(1951 model). The altimeter didn't move much unless I was in the mountains,
and even then it was slow. The turn & bank bounced from peg to peg all the
time - worthless, but then, who'd want to make a 2 minute per 360 degree
turn in the car?
