I'm not following your math. Even if you could possibly use every drop of the tank capacity, with a 23 gallon tank and 400 miles, you get around 17.4 mpg. 400/23 = 17.39 At 250 per tank, you're down to about 11mpg. Dan, I assumed Clay would fill the tank when the low fuel light came on, so roughly 20 gallons per fill. 400/20 = 20 mpg on the highway, 250/20 = 12.5 in town. If he refills earlier, less fuel can fit into the tank, so mpg would be higher. My biggest concern is that they are frighteningly inexpensive, which, like the earlier W140 S600 models, makes me fear that they're unreliable and expensive to repair.
