The O rings recess into a detent below the outer, flat surface of the exp
valve. They need to go INTO the valve.
BTW, exp valve that came with/on my evap was labeled For R134A only. I'm
still using R-12, but did not catch the difference; 'had one for R12 installed

'Just remembered. Isn't there a clamp (or clamps) forward of the exp valve
that secure the Freon pipes. Just wonder if this clamp is loose enough to
allow adequate longitudinal movement of the hose(s) into the exp valve.

evap box in place (finally) but then i found the expansion valve did
not reach the 2 hoses!

held in place on the evaporator pips via two screws in middle of front face of
the exp valve

I'd take another look at how the evaporator is mounted.
Perhaps remove it from the car and try to fit the expansion valve to the
evaporator pipes to verify there is not a defect with the evaporator?
What is the source of the evaporator? Any sign of damage to the packaging
it came in?
