A couple years ago I made inserts that fit our window casements, I covered them with plastic and put foam insulating tape on the outside so they're a good tight fit. We have pretty good windows so they don't make a huge difference but I was surprised that they make a difference in sound too. I

On the old AC loader we had, I took off the intake hose and had a gander inside.   It was not much different from a block heater, only it glowed like an electric stove element on High. probably 20-30 amps.   If the relay is 30A, then probably the heater is 20A Curt Raymond via Mercedes

There I fixed it: A [Mechanical] relay makes noise too. So I'm not sure what you are saying. Relays go by other names: Starter solenoid Motor starter contactor etc. There are electronic relays that don't make noise, but I don't understand the internal workings of them.
