That’s often the case, mainly to get longer life/service intervals out of them. Yeah, the engine would be nice by itself, although it could be something odd you might have issues with sourcing parts for, however. I was thinking that military stuff is usually de-rated. There were some military 4cyl engines available that were rated for something like 6hp that a bunch of guys were swapping in maybe 10 years ago.
