In Connecticut, property taxes are a whole separate thing... paid annually to 
the town where the vehicle is domiciled, based on the current book value.  I 
think I paid $9.45 property tax on the Mercedes this year.  Not too bad.  :)
 
The Early American plates are only two dollars more than regular plates for a 
20 yr old car.  Vanity plates are different... they are a one time purchase for 
an extra $90, either as a regular plate, or as an Early American.  You still 
have to renew registration on the car every two years, as normal (about $40/yr 
for any car).  Connecticut has NO car inspections presently (except for 
emergency vehicles, school buses, etc.). . and vehicles over 25 years old 
are exempt from emissions testing.  All of this is supportive of keeping older 
cars on the road, in my view.

I can do better than a tow rope a guy just donated a black 1981 GMC C2500 
that apparently at one time was a Show Truck.  He is a mechanic and installed a 
big Isuzu turbo diesel engine... the thing sounds just awesome!  
My plan is to make some minor repairs to it (door latches, etc) and then put it 
into service as an agency vehicle... use it as a kind of rolling advertisement 
for our car donation program.  I have a magnetic sign reading:  Give us your 
poor, your tired, your huddled car-casses.  Donate your classic or 
clunker...etc etc  :)  It will look great on that, with Antique plates.
So, if anyone wants to unload their vehicle at the Chowdah Fest, I will bring a

And yes, Rich, Carmen has car seats for her kids, and buckles them in properly, 
from what I have seen.  Connecticut has been on a strict enforcement campaign

pulled over a month or two ago, because the cop thought I wasn't wearing one.  
I was driving my convertible with the top up.  The shoulder belt originates 
lower in the B pillar, and the cop couldn't see it.  I explained that I always 
wear my belt, ever since one of my staff was nearly killed in a car accident in 
1984.  The cop apologized.  !!!   :)  A seat belt violation is the LAST thing I 
thought I would ever get pulled over for.  ;)

If the cops pull over a car with 2+ kids unbelted in my town, the charge is 
'Risk of Injury to a Minor'! 
They probable won't get a conviction, they will get your attention. 

I subscribe to a newspaper in Texas out of a small town. Seem that there is on 
death caused by ejection from Bubba's Pick-up every 2 weeks. I'm retired 
Volunteer Ambulance in my town, my active friends tell me that ejections are a 
complete abnormality here.

And they'll get a chunk of your money, which is what it's really about.

I'm waiting for the risk of injury fees to start popping up for people who's 
kids play sports, or play outside, the risk of heart disease fees for kids 
who sit inside and watch TV, etc.

Connecticut issues Early American plates for cars over 20 years old.  For a 
new registration, they cost 2 dollars more than regular plates.  As far as I 
know, Connecticut places no restrictions or limitations on the car's use.  That 
may come from your insurance company, however, if you were to obtain a 
Collector Car rate.  They place annual mileage limits, and may also require 
that the car be garage-kept, etc.  
 
I currently have two cars registered with Early American plates:  the 1975 
300D since 2000, and now a 1982 BMW 323i Baur (my current daily driver) since 
May 2010.  I have also used the Mercedes as a daily driver off and on over the 
last 10 years.
 
And, yes I DO wish someone would give us a 18' hauler!   That turbo diesel 
could handle it, for sure.  :)  
 
However, I have looked into buying one for the agency several times, but...  
that gets into a whole new level of complication and responsibility that I am 
not convinced that I can justify  given the potential liability, headaches, 
etc.  I have enough to worry about already.  :)  Sometimes it is simpler to 
just pay a hauler to have a donated car delivered to us.  I have several 
haulers who are sympathetic to the cause, and give us a favorable rate.

Thanks Tom - great story.  Have you thought about hiring a retired
mechanic to teach some of the ASE basics?  I used to work in a
correctional facility, part of the education we offered was opportunity
to 'wrench' under tutelage and then take ASE exams (prisoner's paid the
exam fees).  More than a few prisoners took advantage and immediately
found work upon release.

I was up in New Haven several months ago for work, I regret that I
didn't know you were in the area or I would have tried to connect.

Just thought I would share the following, a little off-topic, related to
what I do in real life, but it is inextricably connected to my life as a
'car guy'.  If you will indulge me, it is a great story. 
 
For mercedes content... we have had about half a dozen Mercedes donated
to the program, including the 230 Euro (gas) that was recently commented
on here.  And a 1984 300D bought from us by a guy in upstate NY whose
brother owns a MacDonald's franchise, and was planning on doing the
conversion and then having free fuel for the rest of his life!  True
story!  :)  Also a 1964 Tbird, and hundreds more (3-400  donated cars
total so far).  It is loads of fun for the kids in the program.  And I
don't half mind it either, btw.  :)

Hi Max, 
Thank you.  We are a non-profit, and not presently in a position to hire anyone 
for the voc ed piece.  I would love to do that, but it is just not in our 
funding now.  Maybe down the road a bit.  So at this point we are seeking 
volunteer mentors, and we have gotten several responses, including a guy who 
builds and races cars.  (An AC Cobra, and a '65 Mustang, among others.)  We are 
also not far from the US Navy Sub Base, and we are hoping to connect with some 
folks there.  We have had great experiences with Navy servicemen over the 
years.  We also have to be careful how we implement programming so as to not 
run afoul of any DMV regulations regarding auto repair, sales, etc.   
 
As my son always reminds me...  we are an automotive society... if you can 
teach a kid to work on a car, he will never starve.  It is a life skill, a 
valuable qualification for employment, and it is transportable (no pun 
intended) wherever you live.  And just a great recreational hobby, if nothing 
else.  Since not ALL of the kids in our program will be going to Harvard or 
Yale (we do have one who graduated from Annapolis, btw!), this kind of 
vocational training could be crucial to their ultimate success.

Well, that is gratifying, and eco-friendly too I suppose by keeping 
older vehicles running.  I do hope you introduced Carmen to the local 
cultural norm of using seatbelts -- this was a common problem in Texas, 
where apparently those of recent arrival from lands south of the border 
believed that seatbelt use was wimpy, or something.  Whatever the 
reason, it was not their cultural norm (as was explained in various 
articles following significant incidents).  Usual results were multiple 
injuries/fatalities whenever a driver crashed a vehicle, esp children as 
there was always a passel of them rattling around in the vehicle.
