   Engineers; FIU; and the Florida Department of Transportation to
   cease bridge work when the structure cracking reached unacceptable
   levels and to take appropriate action to close SW 8th Street as

It collapsed during a post-tensioning operation, but the cause was an
error by the engineering firm that designed it.

I'm no expert but in the all the construction I've seen, all plumbing
for sprinklers, domestic water, and sewer is installed below the slab.

My thought was that it's for cooling the poured concrete to get a
slower/stronger cure.
