No. Each district has it's own policies. USFS will have it's own
policies. I imagine, with the BLM, these new GUIDELINES will be
included in there Land Use Plans for various areas of
responsibilities.

I don't think the USFS allows for such activity in my area, so I was hoping
that the BLM rules would open things a bit (at least in forest land that is
recreation friendly).
