Update: So at least I'm able to display text with Czech characters written in UTF-8. Just start uxterm and in it : $ luit -encoding 'UTF-8' emacs index.html then you can see text in Czech without problems (vi,vim,gvim have problems). But until I can use cz keyboard it's half solution.
