Try EDIS, cheap unbeatable prices. You pay like 8EUR a month with a decent VM with 2TB traffic. Only caveat that you need to install OBSD on yourself. They used to have BSDs on the selectable KVM machine list but they removed it, doesn't mean that you can't install your custom OS. Network is

I'm using Vultr to host my mail server. All it requires is a note to support asking all mail ports be opened and they will comply. $5 US a month and they support OpenBSD. You could also look into https://openbsd.amsterdam/ for your hosting needs. They seem to be just what you are looking for.
