(This is a cut-and-paste of something I sent in response to a similar
question about FreeBSD last month.)

I've been a customer of Panix (panix.com) for years and they're terrific.
Inexpensive, flexible, responsive support, VERY high clue level, and
proactive about patches/fixes.  (There have been multiple instances
in which they've fixed something before I knew it was a problem.
They're fast, but deliberate: I don't think I've observed any instances
where they had to back out a change.)

They're also good about supporting pretty much whatever distribution you
ask for: if there's customer demand/requests for it, they'll make it happen.

Try EDIS, cheap unbeatable prices. You pay like 8EUR a month with a decent VM 
with 2TB traffic. Only caveat that you need to install OBSD on yourself. They 
used to have BSDs on the selectable KVM machine list but they removed it, 
doesn't mean that you can't install your custom OS. Network is very stable and 
they even have feeds about network outages. So you need to install obsd on your 
own but where is the fun without that :-)

FYI, virtually any provider who offers KVM-based VMs can run OpenBSD.
There are literally tons of KVM-based providers out there.  These days,
it's no longer a case of "finding a provider that supports OpenBSD" as much
as just making sure you're getting a KVM-based VPS (and not OpenVZ, for
example).  Then you mount the virtual CD of your choice and away you go,
booting bsd.rd and installing your OS.

Bigger players like Vultr will have fancy features like snapshots, APIs,
etc.  I like Vultr, but I also like supporting indy companies.  BuyVM.net
is one I can recommend, but you'll need to open a ticket to have them
remove the mail port restrictions.  RamNode is another quality host.  I
also have had a good experience at securedragon.net.

Regardless of who you choose, I'd open a pre-sales ticket just to confirm
they support what you want to run and what you want to do.  I'd ask
specifically if they have the OpenBSD version you want (and if not, every
provider I've dealt with is happy to download the .iso and make it
available...some even allow you to upload your own ISOs), and also ask
about port restrictions.

There are some forums dedicated to discussing cheap (and not so cheap)
VPSes.  I'm partial to lowendtalk.com, but there's also
talk.lowendspirit.com and hostballs.com.  I can't recommend
WebHostingTalk.com any more as it's mostly turned into an advertising/sig
spamming forum.

Sadly I do not. Keep an eye on openbsd.amsterdam - they follow openbsd patches 
closely and care a lot about this issue.

For what it’s worth, CentOS was even worse for me; for every 20 real seconds, 1 
passed in centos. :v

Try setting sysctl kern.timecounter.hardware=tsc on the OpenBSD vmm guest and 
run ntpd.  I have not tried without ntpd but I know without using tsc, time 
skews too much.

Just one question to OpenBSD VMM based VPS hosters. I use vmd with OBSD 6.6 and 
Debian guests locally just for testing and stuck with clock synchronization 
issue with both guests.

Will I encounter the same issue with clock synchronization on VMM based VPSes?

Another one is the "transip.eu" from Netherlands. Native OpenBSD support,
tcp 25 blocked by default but you can change it whenever you want. KVM
based.

I'm using Vultr to host my mail server. All it requires is a note to support 
asking all mail ports be opened and they will comply. $5 US a month and they 
support OpenBSD.

You could also look into https://openbsd.amsterdam/ for your hosting needs. 
They seem to be just what you are looking for.

I run a few OpenBSD servers on vultr. They block outbound 25 by default like 
most providers, but as long as you say you aren’t going to spam, they open it 
for you no problem. 1000GB bandwidth on smaller VPS, 6000 on larger ones

Here https://oriented.net/server/openbsd-virtual-machine they provide OpenBSD 
native VPS and traffic seems to be unlimited/unfiltered.

I would personally recommend the place where bsdly.net  
lives — Terrahost (https://terrahost.no ), which offers 
a range of options from minimal KVM based VMs through dedicated physical 
servers, with unfiltered connectivity and your choice of OS.

They’re based in Norway (Sandefjord to be exact) so likely not the cheapest 
you’ll find but they have been most excellent and very responsive when I needed 
to get things done quickly a couple of years back.

ports. Especially, I need 25 port open for mail server I'm going to implement.

I mostly interesting in a small hoster with soft customer policies for long 
term OpenBSD VPS hosting. It can be any ISP based VPS hoster or any.
