That's because it isn't.

date-time from yesterday.

Perhaps you should try:
1- doas echo "https://ftp.openbsd.org/pub/OpenBSD; > /etc/installurl (or
any other mirror you like)
and then again doas pkg_add rust
I certainly do not know exactly the process and all stuff, but maybe you
should get help in the faq page (

Use /etc/installurl instead.
