I ran into the same problem with the General Li - the pedal was mushy even 
after bleeding the system even with braided steel lines.  Ultimately what we 
discovered was that the pads (Hawk race pads) were so hard that the caliper 
would flex, providing the mushy feel when static.  On the track, the pads 
worked great and the pedal feel was much improved, probably because the pedal 
stroke wasn't so far as when the car was static.  In other words, it took much 
less pedal when the car was moving to actuate the brakes.  When the car was 
static, the amount of pedal pressure (and the amount of pressure to the 
calipers) was well beyond was was necessary to lock the tyres.

I seriously doubt your spongy pedal is due to a problem with the
proportioning valve. If you haven't replaced all the flex hoses recently, I
would replace them with stainless braided hoses. They have become much more
cost effective in recent years, and the increase in pedal feel is
remarkable. If that doesn't solve the problem, then you have to start
looking at the master cylinder and calipers.
