Hi there! I'm a developer at Linode and I'm working on a Perl
wrapper for the newest iteration of our API. I think it'd be great
if I could distribute said wrapper
I think the easiest way is to follow the suggestion in the ticket and
split "package URI::tcp" into two lines, which should prevent it from
being indexed.
I'm not the current maintainer, but Fred should be able to do this.

Second variant is delete URI::tcp package from SOAP::lite and set URI::tcp
as prerequisite. First URI::tcp must be released

Paul is the owner of URI::tcp, but I am not sure he actively maintains it, or
even if this email is still current for him. I cannot help you with that module.
If Paul can’t help, I am sure there is a procedure for you being granted rights
by CPAN. If you don’t hear back, pursue that.
