the transaction. it is NOT a precise time.
is it possible to writefeedback without retaliation by
sniping or, does the window for a response expand?

The feedback window is fuzzy as you wrote in
your email -- about90 days. So you
can't exactlysnipe feedback like an auction. However I do not
believe the window expands if you attempt to get your neg in at the
lastmoment possible. I wouldn't worry about that piece of the
equation.
You cannot snipe feedback. As long as you know the item
number the other person can retaliate after the 90 day mark. Either give
him a negative and expect one back or sit tight "as is" and forget about
it.
I have found that giving negatives only hurt you. Who cares
if you give negatives

I believe if you can link to the item after 90 days, you can use the
feedback link from the item page which is typically available for 150 days
