Quick question...
Concerning NPMSPEED, the Intercommunication manual states that Note: If the
other end of the channel does not support the option, the channel runs at
normal speed.
What about if the other end *supports* the option but is set to
NPMSPEED(NORMAL)? Do both sides need to specify

Don is correct. The lower value is always chosen, in this case NORMAL is
considered lower.
You can also prove this to yourself by setting the combination that you
want, starting the channel, and then doing a channel status

been able to find any error messages on our side, and our
reason you deleted the sdr and recreated it, but you did not do the same with your rcvr. There could be many such instances where you can get this.

According to the Command Reference, if the two sides do not agree on this value, then NORMAL is used. I setup a channel as you described, then issued a channel status command to see if the receiving side was set to NORMAL (i.e. negotiated). It was set to NORMAL, as expected
