Mine is set like below, although I just checked and moved WSUS up to the #2
spot (it was not enabled before). Not sure if that will change things.

Found the problem. I originally had the WSUS option unchecked (using ConfigMgr
or MU/WU as the only options). I added the WSUS option and moved it up, it's
working now.
